Nineveh is seeing large reconstruction projects worth billions of dinars, but officials and residents say development has not reached many rural and remote communities.
According to KirkukNow, members of the Nineveh Provincial Council have raised concerns that project funding is not being distributed evenly across districts and villages. Bashiqa and more than 50 surrounding villages were cited as areas where people still complain about missing basic services, including paved roads, schools, and health centers.
The report notes that Nineveh remains under heavy pressure after years of conflict and displacement. Although the province ranked among Iraq's leading provinces for construction contracts in 2025, local officials say financial constraints and delays in federal budget transfers continue to slow service delivery.
Council members are looking to the 2027 federal budget as a possible opening to restart delayed work and respond to the province's economic and service needs.
